AMAT responds to assistance requests from states, partners and the UN SaferGuard Programme, with due consideration to available resources, organisation of work and assessment of risks involved. Beyond its own staff capacity, AMAT manages the UN SaferGuard roster of experts and welcomes seconded personnel from states to expand its capacity to serve states and partners in an effective manner. To this end, AMAT receives strategic advice from its Advisory Council which comprises states, UN agencies, regional organisations, and partners active in ammunition management.

Arms control projects that:

  • are consistent with the objectives of UNSCAR;
  • are in line with the annual selection criteria (such as funding cap and implementation timeframe); and
  • address a priority area identified in the Call for Proposals

(UNSCAR encourages the submission of small-scale projects with a duration of up to one year.)

 

*Amongst others, priority is given to PSSM projects and activities in support of the implementation of regional mechanisms/instruments applicable to ammunition management.

Small arms control measures:

  • If possible, projects should be part of an existing, broader umbrella programme that pertains to small arms control, armed violence reduction and/or rule of law.
  • Proposals should include efforts on data collection and/or building the capacity of national institutions to collect data on small arms/armed violence reduction.
  • Projects must be catalytic with clear intentions to “scale-up” and ensure sustainability.

 

*Amongst ammunition management projects, priority is given to those focusing on capacity development of national institutions on the regulation and control of ammunition.

NATO Trust Funds, Defence and Security Cooperation Division (DSCD)

 

Projects can be proposed by Allies, Partners, beneficiaries, NATO Staff and NATO Military Authorities coordinated by the Trust Fund Team

Depending on the content of the proposal, the most suitable executive agent is chosen for the project. NCIA and NSPA are often used as the executive agents, and has supported partner nations in:

  • The disposal of their anti-personnel land mines (APLs) stockpiles, surplus munitions, unexploded ordnance and Small Arms and Light Weapons (SALW), Man Portable Air Defence Systems (MANPADS)
  • Strengthening ammunition management operations to improve the physical security and stockpile management, including all aspects of ammunition life cycle management such as procedures, storage, marking and labelling, safety, in service surveillance, accountability
  • The development and transformation of partners' professional military education and training capabilities
  • The implementation of UNSCR 1325 on women peace and security
  • Valuable practical cooperation logistics operations as well as disposal of dangerous waste (radioactive, chemical), support to wounded soldiers, implementation of Explosive Remnants of War / Mine Risk Education (ERW/MRE) program.
  • Other related projects.

Western Balkans Small Arms and Light Weapons (SALW) Control Roadmap Multi-Partner Trust Fund (MPTF) 

Participating UN Organisations s (i.e. the UN organizations that have signed the MoU with the Administrative Agent)

The MPTF funds projects that support the implementation of the Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of Small Arms and Light Weapons and their ammunition in the Western Balkans by 2024 (the Roadmap).

 

They shall contribute to the Roadmap goal. Amongst others:

*GOAL 3. By 2024, significantly reduce illicit flows of firearms, ammunition, and explosives (FAE) into, within and beyond the Western Balkans.

GOAL 6. Systematically decrease the surplus and destroy seized small arms and light weapons and ammunition.

GOAL 7. Significantly decrease the risk of proliferation and diversion of firearms, ammunition, and explosives
